Technical co-operation and transfer of technology

Supporting the reglementary progress on the shipping decarbonization, IMO has developed an Integrated Technical Cooperation Programme (ITCP) to assist Governments which lack the technical knowledge and resources to implement the transition.

In addition, a number of IMO projects are conducted by the Department of Partnerships and Projects (DPP) which is the gateway for developing partnership opportunities with a wide range of external partners, including IMO Member States, UN agencies, financial institutions, NGOs, IGOs and the private sector.

Among others, the following projects provide support to implement, in particular in developing countries, regulations on the carbon intensity of international shipping and to bring about solutions for the decarbonisation of the sector.


GreenVoyage2050 supports implementation of the Initial IMO GHG Strategy and promote global efforts to demonstrate and tests technical solutions for reducing GHG emissions from ships.

IMO-Korea GHG SMART focuses fully on the needs of LDCs and SIDS, through a specific training programme to help them meet the challenges of reducing GHG emissions from ships.

IMO-EU Global MTCC Network (GMN) established 5 Maritime Technology Cooperation Centres (MTCCs) in 5 regions worldwide to promote energy efficient technologies in the maritime sector.

IMO CARES coordinates and links various global initiatives such as R&D Centres, MTCCs, pilot technology demonstration projects as well as green financing initiatives to accelerate demonstration of green technologies and their deployment globally in order to facilitate blue economic growth in developing regions.

GEF-UNDP-IMO GloFouling Partnerships assists developing countries to prevent the transfer of aquatic invasive species through biofouling with a key collateral benefit of reducing greenhouse gas emissions from shipping through better biofouling management.

Financing Sustainable Maritime Transport (FIN-SMART) helps, especially developing countries, LDCs and SIDS, to find the necessary investments across the maritime value chain needed to decarbonize the maritime sector in line with the IMO Initial GHG Strategy.

GEF-UNDP-IMO GloMEEP aims at supporting the uptake and implementation of energy efficiency measures for shipping in ten lead pilot countries, thereby reducing greenhouse gas emissions from shipping.

IMO-UNEP-Norway Zero-and low- emission Innovation forum is a global platform which aims to share best practices on inclusive innovation and its deployment and financing models, with a focus on the needs of developing countries in order to accelerate the shipping decarbonization.
